Lend your Voice - State Budget Impasse

The 22-month long Illinois state budget impasse is negatively affecting the lives of citizens across the state of Illinois. The human service sector is facing significant challenges without a state budget. A recent survey conducted by United Way of Illinois highlighted the damage that is being done. In Central Illinois, as of March 2017:

  • 25% of agenices have eliminated programs.
  • 77% of agenices report recieving partial or no payment from the State for services provided.
  • 43% of agencies have reduced the number of people they serve.

This reduction is affecting children, people looking for jobs, victims of domestic violence and sexual assault, those in treatment for mental illness, and so many more. Jobs are being lost: 31% of organizations have cut staffing. Many of United Way's funded partners have reached out to us for extra help during this uncertain time. At United Way we are doing as much as we can, but the reality is that private donations cannot fill the massive gap created by a lack of state grants and contracts. We need your help too.

Dear ELECTED OFFICIAL NAME,

Twenty-two months of a state budget impasse and hundreds of millions in unpaid bills have left community resources depleted and directly damaged the social and economic fiber of neighborhoods across the state.

A recent state-wide survey of human service agencies conducted by United Way of Illinois shows significant damage to service delivery just three months since agencies were given a small stop-gap funding “reprieve.” In Central Illinois, 43% of all agencies have needed to reduce the number of people they serve, and 25% of agencies have closed programs.

Our communities are trying, but private philanthropy so far is not able to make up the difference - 93% of agencies have been unable to raise even 25% of the loss in state funding.

We know that committed, stable investment in our young people and in training for living wage jobs is key not only to solving social challenges like poverty and violence, but also to growing our economy.  The lack of urgency from the state in passing a full and adequately funded budget—stopgap measures are band-aids—is nothing short of negligent given rising violence in our metro area, population decline and the loss of jobs and talent we’re experiencing in Illinois.  

Real damage has been done to our community - I urge you to end the budget impasse now.
